Built on Experience
Earned Abroad

Benchmark Engineering Co. Ltd was founded in Zanzibar in 2011 with a single conviction: that the islands deserved a construction company held to an international standard. Not a local approximation of it — the genuine article.

Our founding directors returned from the United Kingdom and Russia not with a wish to replicate East African norms, but to disrupt them. They had managed concrete pours on 46-storey London towers, co-ordinated infrastructure works across UK motorway schemes, and delivered projects under some of Europe's most demanding principal contractors. They brought every lesson home.

Fifteen years on, Benchmark has delivered more than fifty projects across Zanzibar, Pemba Island, and the Tanzania mainland — government hospitals, luxury residential towers, commercial fit-outs, and critical island infrastructure — all managed to the same uncompromising standard we set on day one.

We remain independently owned, Zanzibar-registered, and deeply committed to building skilled employment for Zanzibari people on every site we run.

Our Journey

2011

Company Founded

Benchmark Engineering Co. Ltd incorporated in Zanzibar. Registered with ZCR and TRA. First contracts awarded in building and civil works on Unguja Island.

2013

Government Sector Entry

Awarded first public-sector contracts under ZPPDA procurement. Established Benchmark's reputation for compliant, on-programme government delivery.

2015

Pemba Island Operations

Expanded operations to Pemba Island, becoming one of very few contractors capable of delivering complex projects across both major Zanzibar islands simultaneously.

2018

Al-Saadi Apartments Completed

Delivered the Al-Saadi multi-storey residential development in Zanzibar City — a landmark scheme setting a new standard for premium urban residential construction on the islands.

2019

Plant Fleet Expansion

Invested in a Class 1-grade plant fleet including Komatsu loaders, tracked excavators, and a full complement of concrete mixers, compactors, and surveying equipment — eliminating subcontractor reliance on critical plant.

2020

First Government Hotel Commission

Awarded the Mkoani Hotel renovation by the Government of Zanzibar — the company's first direct government commission. A complete transformation of Pemba Hotel from derelict ruin to operational landmark. The Government commissioned a documentary film on completion.

2022

Healthcare Milestone

Completed Micheweni District Hospital — a TZS 4.8 billion project serving 123,379 people on Pemba Island. The most technically demanding project in the company's history to that date.

2024–25

Pipeline of Landmark Projects

Multiple government contracts awarded and underway. Chukwani Villa luxury residential ongoing. Programme expanding to the Tanzania mainland.

2026

Digital Reporting Introduced

Launched the Benchmark Site Diary — a daily digital reporting system giving clients and directors direct visibility of every active site. A new chapter in how we communicate progress and accountability.

Fifteen years in, Benchmark continues to set the standard for construction delivery in East Africa — with a growing team, an expanding plant fleet, and an unwavering commitment to the islands we call home.

Benchmark was built on international experience earned on some of the world's most challenging construction projects — then brought home to Zanzibar.

Mahir Said Ali

Managing Director & Principal Engineer

Mahir trained and built his career in the United Kingdom, working across some of the most technically demanding construction projects in Europe. His career spans engagements with Skanska, BAM Nuttall, Barhale, PC Harriton, and Dean & Dyball — principal contractors recognised internationally for the rigour of their delivery systems.

His UK portfolio includes the Heron Tower, a 46-storey commercial skyscraper in the City of London; major civils works along the River Thames; and the Limehouse Regeneration Programme — a complex urban infrastructure scheme delivering roads, utilities, and public realm across one of London's most congested boroughs.

Returning to Zanzibar in 2011, Mahir founded Benchmark with the explicit goal of transplanting European construction discipline to East Africa — not as an aspiration, but as a non-negotiable operating standard.

Sheikhan S Mohammed

Director — Infrastructure & Civil Engineering

Sheikhan holds both a BSc and MSc in Civil Engineering, having completed his academic training in Russia before pursuing a distinguished career in UK infrastructure. His professional experience includes major engagements with BAM Nuttall — one of the UK's foremost civil engineering contractors — across significant infrastructure schemes.

His expertise spans structural design, ground works, drainage, roads, and large-scale civils — exactly the disciplines required to deliver Benchmark's most technically complex government and infrastructure contracts.

Sheikhan brings academic rigour and hands-on international project experience to every Benchmark scheme, ensuring that the structural and civil engineering foundations of our work are built to outlast any standard expected in the region.

Local Ownership

We are Zanzibari-owned and operated. Every TZS of profit invested back into plant, training, and the communities where we build. We hire locally, train deliberately, and promote from within.

Technical Excellence

Our directors trained under Tier 1 contractors in the UK and Russia. Those standards — rigorous method statements, formal RAMS documentation, daily safety briefings — are applied without compromise to every Benchmark site.

We hire locally, train deliberately, and measure our contribution not just in completed structures but in the livelihoods of the people who built them. Construction leaves behind more than buildings — it leaves behind skills.

Benchmark Engineering is fully registered with all relevant Tanzanian and Zanzibar regulatory bodies. We operate transparently and in full compliance with local procurement law.

ZCR No. 206

Class 1 contractor — the highest registration category on the ZCR register. Qualifies Benchmark for all building and civil engineering works in Zanzibar.

Reg. W000367

Registered with the Zanzibar Public Procurement and Disposal Authority — a prerequisite for all government and public-sector tender participation.

VAT TIN 111-500-657

Fully registered with TRA for VAT and corporate taxation. All Benchmark invoices are VAT-compliant and all tax obligations are discharged in full.
